Abstract

This review paper examines the low supply of special education teachers and their impact on inclusive education. It identifies root causes such as inadequate training, lack of incentives, challenging working conditions, and systemic barriers. The paper highlights the compromised educational outcomes for students with special needs and the hindrance to progress in inclusive classroom practices. To address this issue, the paper presents potential solutions, including improving teacher training programs, increasing incentives, providing professional development opportunities, and fostering collaboration between general and special education teachers. The paper highlights successful case studies and initiatives from different regions, offering practical insights and lessons for educators, policymakers, researchers, and stakeholders.
