Business Law and Digital Transformation: Legal Challenges and Opportunities in the Algerian and Arab Business Environment

The accelerating wave of digital transformation has reshaped the global business environment, compelling legal systems to adapt to new realities defined by e-commerce, data protection, artificial intelligence, and blockchain technologies. In the Algerian and broader Arab context, this evolution presents both significant opportunities and complex legal challenges. This paper examines how business law frameworks in Algeria and selected Arab countries are responding to the demands of digitalization, particularly regarding electronic transactions, cybersecurity, intellectual property, and digital governance. The study explores the adequacy of current legal instruments, the institutional readiness for digital business regulation, and the need for regional harmonization of digital business laws. Through comparative legal analysis and policy review, the research identifies gaps in regulatory adaptation and proposes strategic reforms to foster an enabling legal environment that supports innovation while ensuring accountability, data security, and consumer protection. The findings underline the importance of integrating technological foresight into legal policymaking to align national legislation with the digital economy’s evolving requirements.
